South Africa is not being overwhelmed by immigrants.
It is being overwhelmed by a vacuum â of leadership, of systems, and of honest conversation.
According to the 2022 Census, over 1.8 million foreign-born individuals now live in South Africa. Many are here legally. Many contribute â as traders, caregivers, builders, neighbours. But a significant number remain undocumented, and our public infrastructure, already strained by corruption and mismanagement, has no way to respond.
Some say the true number is 3 million. Others say 7. But this is not about numbers.
Itâs about systems â and the erosion of trust when the state loses track of who it serves.
Whatâs Breaking?
We are not failing because people cross borders.
We are failing because we donât know who has, or under what name, or in which queue they now stand â at Home Affairs, at the clinic, at the voting booth.
The Auditor-Generalâs 2023 report flagged the civic documentation system as critically dysfunctional. In Parliament, Minister Motsoaledi confirmed over 16,000 ID fraud cases were under investigation in 2024. The Hawks broke up a forged document ring in Limpopo tied to smuggling routes â facts we ignore at our peril.
This isnât fearmongering.
Itâs administrative decay â and decay spreads.
Teachers Know. So Do Nurses.
According to the Department of Basic Educationâs 2023 report, over 1.3 million learners in South Africa lacked documentation. Some were South African. Many were not.
In hospitals, especially in border provinces, undocumented patients present daily. This isnât blame. Itâs a data failure. And when systems canât plan, they silently collapse.
As Prof. Fatima Suleman put it:
âHealth systems rely on planning. Planning relies on data.â
Whatâs the Real Risk?
Not foreign nationals.
The real risk is our refusal to speak clearly and act accountably.
Fear fills the space where facts should be.
And each time we ignore it, we deepen the cracks:
âĄď¸ Xenophobic riots in 2008
âĄď¸ Again in 2015
âĄď¸ Again in 2022
Each time, we condemn the violence â but not the policy vacuum behind it.
We Must Act â Without Cruelty
This is not a call for exclusion.
Itâs a call for integrity.
â
Launch a national immigration audit (multi-stakeholder, independent)
â
Create a regularisation pathway for long-term undocumented residents
â
Rebuild regional labour agreements under the SADC framework
â
Modernise civic systems using biometrics and interdepartmental databases
â
Reinforce Home Affairsâ internal inspectorate and root out corruption
Why It Matters
Because teachers are carrying it.
Nurses are carrying it.
Municipal budgets are carrying it.
And so is a shrinking tax base, quietly funding a country that no longer knows who it serves.
We are not xenophobic for asking how many.
We are accountable for refusing to.
If we donât choose order, we choose erosion.
If we donât clarify, we betray.
And if we donât lead, the void will.
