Despite all the exaggerations, talks between Turkey and Syria are again climbing the diplomatic ladder of 2022.
In step 1, which is currently taking place, the deputy chiefs of intelligence are meeting.
In the 2nd step, if the talks between the deputy heads of intelligence go well, the heads of intelligence will meet again (in Moscow) (they met in 2022).
Then - in the 3rd step - if all goes well, the ministers will first meet on a third side (probably in Baghdad).
And then - in the 4th step, which could be called the normalization phase - the foreign ministers will start bilateral talks.
Despite Fidan's efforts 2022 talks failed.
The Assad regime has not changed its conditions. Only its rhetoric has changed.
So there is nothing new.
