Russia Is Now Striking Ukraine's Data Centers: 100,000 Kyiv Households Lost Internet, and Some Lost Air-Raid Alerts With It

On September 23, a wave of Russian drone and missile strikes hit data centers and internet providers in Kyiv. About 100,000 households in the capital and surrounding region lost or had disrupted internet access.

The outage numbers are only part of the story:

→ Ukraine's Ministry of Digital Transformation confirmed the disruption. The UTELS and Pavutyna data centers were damaged, and a central traffic-exchange node was also hit, which caused connectivity problems as far away as the Vinnytsia and Khmelnytskyi regions
→ Over September 23-24, six Ukrainian internet and hosting providers reportedly came under attack. Etherlink had to relocate its main network node after damage to its central Kyiv hub
→ Russia's Defence Ministry confirmed it struck data centers and logistics sites, saying they supported Ukraine's military. Ukrainian officials reject that framing, and the military-use claims have not been independently verified
→ Foreign Minister Andrii Sybiha pointed out what makes this so serious: most Ukrainians receive missile and drone alerts through smartphone apps and messaging platforms. When the internet goes down, so do the warnings
→ Internet-exchange engineers told the Kyiv Independent this looks like the start of a more systematic phase. A key Kyiv data center was already hit in July, and Kyivstar infrastructure was damaged earlier this month

A data center is easy to think of as a building full of servers. In a modern city it is also the hidden switching point for home broadband, banking, government services, and life-saving alerts. Hitting one facility can disrupt several providers and regions at once, and the failure is felt at the household level.

This also raises a question international law has not settled. When does a commercial data center become a legitimate military target, and when is it civilian infrastructure that civilians depend on to stay safe? Ukraine's network has proven resilient so far, and engineers expect it to hold. But the strikes are a clear signal to every country and company that runs critical services on concentrated digital infrastructure: redundancy and geographic diversity are now part of resilience planning.

How prepared do you think most organizations are for the physical loss of a data center, not just a cyberattack on one?
