A $14 Billion Promise

In his state-of-the-nation address on Oct. 28, Kazakhstan's President Kassym-Jomart Tokayev laid out a building plan worth about 6.5 trillion tenge, roughly $14.27 billion, pulled from the country's National Fund through the end of 2029. He also proposed making 2027 the "Year of Nationwide Large-Scale Construction."

What Gets Built

The money is aimed at hospitals, schools, roads, housing, utilities, and drinking water and gas lines. The first wave includes about 70 healthcare facilities and 50 educational, sports and cultural buildings, including children's hospitals and perinatal centers. About 1.5 trillion tenge, roughly $3.3 billion, is set aside for social projects through early 2027. He also called for a new airport in the capital, Astana.

Trade Routes Around Russia

Tokayev pointed to two big transport projects. The Bakhty-Ayagoz railway, due to open in 2027, adds 20 million tonnes of freight capacity with China. And the Aral-Caspian corridor, under construction since August, should cut about 1,000 kilometers off the Trans-Caspian route that moves goods between China and Europe without going through Russia.

Power and Uranium

He set a goal of a steady electricity surplus by 2029, through new power plants, upgraded grids, cleaner coal and renewables. Construction of the Balkhash nuclear power plant could start as early as 2027, with another nuclear project in the works. And in a move that matters worldwide, he proposed creating a strategic uranium reserve. Kazakhstan is the world's biggest uranium producer.

Hands Off Small Business

For entrepreneurs, Tokayev proposed a three-year freeze on government inspections of small businesses starting Jan. 1, 2027. He said fines on businesses went up nearly 11% in the first half of this year and surprise inspections shot up dozens of times over. He called the freeze a strategic pause to reset oversight and move to digital regulation.

Money in Workers' Pockets

The minimum wage jumps from 85,000 to 110,000 tenge on Jan. 1, 2027, which the government says helps about 1.8 million people. Primary care doctors and specialists get raises of up to 40%. He also put on the table a higher tax rate for people with substantial wealth.

Calling Out Corruption

Tokayev said using National Fund money to pay for imports is unacceptable, and he wants Kazakhstan making its own construction materials and equipment. He said deliberately blocking local businesses, like propping up artificially cheap imports against local food producers, is corruption and a crime against the state.

The Bottom Line

Kazakhstan is betting its rainy-day fund on concrete, rail and power plants. If it gets built, Central Asia's biggest economy becomes a bigger crossroads between China and Europe. If it doesn't, that's a lot of national savings with nothing to show for it.

How This Impacts Americans

  • Kazakhstan is the world's top uranium producer, and U.S. nuclear power plants depend on imported uranium, so a strategic reserve could tighten supply.

  • The trade routes Tokayev is building let goods move between China and Europe without crossing Russia, a corridor Washington has backed.

  • American energy companies already have major investments in Kazakhstan, and new projects could open more doors for U.S. business.

  • Freezing inspections to help small businesses is the kind of idea Americans debate at home: less red tape versus less oversight.
