H.R. 10109: Wildfire Event Contract Prohibition Act
Purpose: To amend the Commodity Exchange Act to ban prediction markets from offering wildfire-related event contracts, preventing financial speculation and gambling on natural disasters.

Prohibition on Contracts: Amends the Commodity Exchange Act to ban registered entities from listing or clearing any agreements, swaps, or event contracts regarding wildfires (including ignition, spread, containment, evacuation, injury, death, or property damage).
Sense of Congress: Declares that such contracts create improper financial incentives to profit from disaster, compromise public confidence in emergency decisions, and encourage the exploitation of nonpublic information.
Federal Review: Mandates a review of existing criminal and civil authorities related to individuals who intentionally cause or trade on nonpublic information concerning wildfires.
Reporting Requirements: Requires the review to be completed within 180 days, with a final report and legislative recommendations submitted to Congress within 30 days after completion.
