TL;DR
Meta is removing a layer of security to Instagram DMs. If you're smart about online communications, this shouldn't matter. The root cause of this change is itself suspect.
In 2022 Meta announced that the same end-to-end ("E2E") encryption that has long been in place in WhatsApp was going to be employed in messaging in Instagram and (Facebook) Messenger. When this was introduced, they stated [0] :
"No one can read your messages or hear your calls except the people who have these special keys - not even Meta. We couldn't even if we wanted to."
Now, Meta reverses course on this, and claims in the updated announcement page [1] :
"Very few people were opting in to end-to-end encrypted messaging in DMs, so we’re removing this option from Instagram in the coming months."
This change goes into effect 2026.05.08
Interesting here is the claim that people were not opting-in, and to cite that as a reason for disabling it. The same messaging framework they acquired with their purchase of WhatsApp was deployed into both Instagram DMs, and Messenger. There's no reason to remove this.
Unless... they want to easily surveil DMs on Instagram, which has been used heavily by anti-ICE protesters.
Meta also states:
"You can keep messaging with end-to-end encryption easily on WhatsApp." [1]
The oddity here is they did not mention Messenger as remaining viable for E2E communications. Even if they had, would this shift be to direct all "secure" traffic down a single pipeline, which may itself have been compromised, possibly at the behest of authorities?
Worth remembering here is a variant of "the front page test" (Rushworth Kidder, 1994), which appropriates into multiple variants from early days public internet consumption, which looks something like "don't put anything in email you wouldn't want published on the front page of the NY Times, read in front of a jury, or seen by your mother". Two generations did not have this browbeat into them, and it shows. E2E or not, don't assume your online communications are at all safe, or secure. Today, this extends beyond "email" to any place your words go: Discord, IG, FB, Steam, any place you have "private" DMs or group messaging, assume that it will be exposed eventually [2,3]. Even if they are today, they may not be tomorrow, or the day after. More secure(ish) communications later.
