In calligraphy the hand is much more free than in typography. Making a Modern Font of Tengwar means putting up rules about their 
"design" ( = placement in space).
Repetition is key in typography. It is like writing music. A harmony must be created for the eye (and the brain).
The tengwa Lambe and the tengwa Descending Lihinda will have the same size. That's my decision. And they both will go less lower that the rest of the Tengwar having a descender.
"Descending Lhinda" is a name I came up with since we do not have one by Tolkien (? yet).
