Google isn't proposing to review the content of your apps. They're requiring that you register who you are, pay for the privilege of existing in the ecosystem, and list every identifier you've ever used, so that if they ever decide you've violated their non-negotiable terms, they can shut you out completely and permanently. The sha'ar belongs to them now.
