H.R. 3276 (Local Communities & Bird Habitat Stewardship Act of 2025)
Purpose: To establish an Urban Bird Treaty Program to conserve and restore bird habitats, address declining populations, and mitigate wildlife-borne diseases like Avian Influenza.
Key Provisions: Creates a voluntary Urban Bird Treaty Program through the US Fish and Wildlife Service; establishes a competitive grant program administered by the National Fish and Wildlife Foundation for eligible tribal, state, and local entities; and authorizes $1 million annually from 2026 to 2032.
H.R. 6893 (NOAA Chesapeake Bay Office Reauthorization)
Purpose: To support the management, restoration, and scientific observation of the Chesapeake Bay watershed and its ecosystems.
Key Provisions: Establishes the Chesapeake Bay Watershed Education and Training Program; supports coastal resource management and integrated observations; develops the Chesapeake Bay Interpretive Buoy System; and provides funding for native oyster research and restoration.
H.R. 7889 (Advancing Water Research and Collaboration Act of 2025 / AWRC Act of 2025)
Purpose: To promote collaboration and innovation in water resources research by leveraging private industry and artificial intelligence expertise.
Key Provisions: Amends the Water Resources Research Act of 1984 to include artificial intelligence in the definition of private industry; increases authorized appropriations by $16 million annually for fiscal years 2026 through 2029; and allocates 20% of funds specifically for interstate water problems.
Indigenous Land Settlements and Exchanges
H.R. 2827 (Illinois Land Claims Settlement)
Purpose: To settle Indian land disputes concerning land in Illinois.
Key Provisions: Grants the US Court of Federal Claims jurisdiction over land claims from the Miami Tribe of Oklahoma (expiring 1 year after enactment if no claim is filed); and extinguishes all other existing and future claims by the tribe to land in Illinois.
H.R. 3925 (Yuhaaviatam of San Manuel Nation Land Exchange)
Purpose: To facilitate a land exchange between the federal government and the Yuhaaviatam of San Manuel Nation while preserving cultural and historical sites.
Key Provisions: Exchanges approximately 1,475 acres of National Forest System land for roughly 1,460 acres of non-federal land owned by the Nation; requires the Nation to cover survey costs; and mandates an agreement to preserve the Arrowhead landmark site.
Workplace Safety, Personnel, and Civil Rights
H.R. 2406 (National Oceanic and Atmospheric Administration Sexual Harassment and Assault Prevention Improvements Act of 2025)
Purpose: To address and prevent sexual harassment and assault involving NOAA personnel and protect victims' rights.
Key Provisions: Updates the National Defense Authorization Act for Fiscal Year 2017 provisions; mandates annual reports on harassment, assault, and equal employment; revises criminal referral and investigation rules; establishes a confidential restricted reporting mechanism; and enforces mandatory vessel mariner reporting.
H.R. 8476 (Antisemitism Discrimination Prevention)
Purpose: To require educational institutions receiving federal funds to address antisemitic discrimination as vigorously as other forms of discrimination under Title VI.
Key Provisions: Mandates that local educational agencies and universities treat antisemitism-motivated discrimination with the same rigor as other Title VI violations; incorporates the definition of antisemitism from Executive Order 13899; and makes provisions enforceable via standard Section 601 mechanisms.
Community Support and Education
H.R. 309 (National Law Enforcement Officers Remembrance, Support and Community Outreach Act)
Purpose: To authorize funding for the National Law Enforcement Museum to address officer challenges, low morale, and public confidence through education and outreach.
Key Provisions: Authorizes the Secretary of the Interior to fund community outreach, education, and officer wellness programs over seven years; provides resources and grants for educational agencies; and requires annual progress reports from the National Law Enforcement Officers Memorial Fund.
