While translating and researching Alexander Khatisian’s memoir, I came across this document in the National Archives of Armenia.
It is an official letter sent by the newly formed Armenian government to the Kingdom of the Netherlands’ diplomatic representation in Constantinople, informing them of Armenia’s independence and requesting that the Dutch Royal Government be formally notified.
The letter dates from the very first days of Armenian statehood—almost two weeks after the declaration of independence on May 28, 1918.
Here, Armenia presents itself as a sovereign, democratic state and immediately engages in diplomatic outreach, seeking international recognition at a critical moment and political uncertainty.
I am sharing the text of the letter below, together with an English translation:
“Following the dissolution of the Transcaucasian Republic, the Armenian National Council of the Caucasus, by virtue of the powers vested in it by the Armenian people, decided, at its meeting of May 28, to declare the independence of the Armenian State and established the Armenian Democratic Republic.
The Government of the Republic of Armenia has the honor to inform Your Excellency of this and respectfully requests that you kindly bring it to the attention of the Royal Dutch Government.
Please accept, Your Excellency, the assurance of our highest consideration.”
This document—together with other similar materials—serves as a powerful reminder that Armenian diplomacy began immediately after independence: formal and in a clear understanding of international relations.
